Turning to Hongkong, President Chiang said that although Hongkong was included in China theatre due to its propinquity to Canton, China will not send any troops to receive Japanese surrender there which may cause misunderstandings among Allies. "I now declare to the nation and the world at large" he emphasised, "that the status of Hongkong which is based on treaties will not be changed without going through negotiations with Britain. China will also resort to diplomatic means to restore concessions and

leased territories including Kowloon from other powers".
